You would need a protected escape route in the event of fire and you would not be allowed to escape from the studio flat on the third floor through the second floor flat. Is there room for a protected escape route through the second floor flat ? These sort of tiny studio flats sometimes have to have beds that fold down from the wall and space saver shower en suites in order to work. There are companies that specialise in these city centre living type flats, look on internet for some layouts , I have worked on such developments but I could be sued under copyright law if I started posting floor layouts on here.The loft is part of the 2nd floor flat BUT I'm looking at converting the loft into a self contained studio flat.

Depending on the actual layout of the block and travel distances, you may need a separate and additional escape stair.The escape route would be via a communal staircase, not through someone's flat.
