Studio flat in loft 17sqm is it regulation/legal

I'm thinking about converting a loft into a 17sqm studio flat.
Excluding stairs, 17sqm living space.
Open plan - saparate bathroom

Would planning pass an application?
Could it meet regulations?

A little short on information for anybody to give a sensible answer ,depends on the current layout, is it currently a 1, 2 or 3 storey building, will it be possible to meet the means of escape in case of fire regulations etc, etc. In my opinion you need a local architect or architectural technician to look at the building and advise on your proposals for converting the loft. It would also become a house in multiple occupation I would think.
 
There is no size criteria for a loft conversion. As for "could it meet regulations", well you make it meet regulations.

You are either doing a loft conversion as part of a family home, or creating a distinct studio flat to rent out separate to the house that it is attached to.

The rules and planning policy are completely different for each, so you need to state what you are actually doing.

17m2 sounds like a bedsit though not a "studio flat".

Not my home, a development I'm looking at doing.

1st and 2nd floors are flats.

The loft is part of the 2nd floor flat BUT I'm looking at converting the loft into a self contained studio flat.
 
Then you need to read your council's policies on flat conversions, not lofts. It's very different and there will be local specific policies.

You would need a protected escape route in the event of fire and you would not be allowed to escape from the studio flat on the third floor through the second floor flat. Is there room for a protected escape route through the second floor flat ? These sort of tiny studio flats sometimes have to have beds that fold down from the wall and space saver shower en suites in order to work. There are companies that specialise in these city centre living type flats, look on internet for some layouts , I have worked on such developments but I could be sued under copyright law if I started posting floor layouts on here.

Route would be:
The loft staircase then a door which leads to the communal staircase which then leads to the entrance/exit.

Depending on the actual layout of the block and travel distances, you may need a separate and additional escape stair.
