Outbuilding with toilet, shower

Hi folks, we are currently thinking of having an outbuilding at the end of the garden 4 m x 3.5 m (28m2 in total)
We will end up putting a dividing wall internally and have an office/ study/ play room on one side and a gym on the other side.
Mrs wants to install a toilet/shower in there as our special needs daughter may need to use the loo very quickly. Do we need building control approval to install a loo?
Also having electrics for a desk pc and lights etc, do we need building control for this?

Yes, regardless of where it is located.

The electrical almost certainly will, as it's likely that new circuits will be required.
However the build as a whole is what is notified, not the individual elements.
 
If within 1 metre of boundary it needs building regs and to be of non combustible materials.

Firstly, sources state that if a building is <30 square metres, then building control not needed, provided it will be of on combsuible material , this building will be a brick building.
Also, i thought electricity was self certifying with a "competent electrician", who is authorised to do so.

Is it not just drainage that building control ?
It is not a dwelling or sleeping outbuilding by the way

Yes the electirian will certify his work and submit to NICEIC or other and building control will get notified and put on the portal.
 
so i dont need building control for electricity technically if i have a registered electrician.
is it hassle to get building control approved?
thinking whether it is worth having a toliet or not.
 
Building regs cover more than just drainage. It isn't that difficult to obtain building regulations approval for something like your project (if you know what you are doing of course ) Have you thought of getting an architectural designer to prepare some drawings for your scheme -
office/ study/ play room on one side and a gym on the other side and
toilet/shower in there as our special needs daughter may need to use the loo very quickly.
They would take into account any disabled access and deal with the building regulations application for you.
 
That's going to be 2 small rooms once finished, especially if you get a wc in there.
 
if you get to sell your house, the buyers solicitors will ask if Building Regulations was obtained.
Secondly, if you use a builder, they will make sure the works comply, rather then cut corners.

Another reason why a drawing would be useful. Imagine your dismay when he forgets the 1m dig down to good ground, the adequate concrete thickness, the floor insulation, the floor membrane, the 100mm of hardcore, the wall insulation, the correct roof pitch, the correct roof timber section, the correct roof material...blah...blah...blah...
 
what you propose will, in some council areas, become immediately suspect for building living accommodation without permission?

we had a visit from BCO when we were on a job - he took great interest in some building work that had going on a few back gardens away, and left us to go visit whatever he'd spotted.
turns out he wanted the lot demolished or submissions and corrections - the owner appealed for a partial demo.
last seen there was frantic work going on by the original workers.
