If I was you NBee, I'd ask https://www.ukpowernetworks.co.uk/ again for clarification. It's fairly obvious to me that nobody except them can touch the cutout in your property or the cable to it so why you have been led to believe otherwise is just wrong. They have a live chat on their website. Personally, I'd send them a link to the picture you first posted ie. https://www.diynot.com/diy/attachments/elec-jpg.167749/ , and tell them what the red sticker say's (UK Power Networks inherited Eastern Electricity).

Any way surely it is your landlords responsibility as far as your cutout.

Well, this is what I'm trying to establish. Proving it could be difficult. Plus I'm a leaseholder, so it's just a management company rather than a landlord - does that matter?

There you are then. A qualified sparks or anyone other than the DNO cannot touch it, as it would be an offence. Show it to your landlord and leave it up to him/her to deal with. At the end of the day they are not allowed to cut you off.
