Masonry Screws

The pilot hole is less than the screw gauge so it can bite in the material. I used Spax concrete screws in concrete block and with care drilling the hole - you don't want it oversized for obvious reasons - it held better than a conventional screw and plug fixing.

The manufacturer normally specifies the hole size on the packaging and some will even state different sizes for different substrates.

A 10mm hole is certainly easier to fix into.
