Cut a piece of ply or MDF with the hole size required.
Carefully clamp the cut piece over the hole position and use the piece to guide a holesaw to cut the required tap hole.

A suitably sized step drill would obviate the need for ply or MDF, assuming the hole is in the correct position, but just the size needs increasing.
You can buy a cone drill, which has a steady taper, to enlarge holes, but on thick material they leave a cone shaped hole.
A step drill, is similar to a cone, but has a series of stepped sizes. Aldi/Lidl sometimes have a set of three sizes of drill on offer, in a case, for not a lot of money.
Another way of guiding a bigger hole saw through an existing hole is to stack two cutters together.
Put the larger hole saw on the arbor first, then screw on one the same size as the original hole which will act as guide bit.
