unlock electric cupboard

Hi all,

I am trying to get my electric metre changed. I live in a very old block of flats and the engineer needs the current turned off so they can swap the metre over and so i can get further electrical work on the flat done safely. Unfortunately access to the the fuses for my half of the block has proven difficult and the property management company have been less than helpful as they do not have the key to unlock the 2 holed lock. Does anyone have experience in opening these Lucy Oxford boxes or know what type of key is needed. I have attached images. Any help would be greatly appreciated.

thanks RF lighting. i gave it a good go with your suggestion but the metal is wearing off and i cant get a good enough purchase to twist. I ve added some WD40 and will try again later to see if this works. Open to other suggestions.
 
Mole grips ? ones with curved grips - onto the round " button " flat to the door. I know it doesn't protrude much but the moles may grip on

Thank you Bernardgreen, i actually have that tool as i know i needed it for the Lucy lock key underneath the two holed lock i am trying to loosen off. I hadn't realised that the pins on the handle were used for this. The pins fit perfectly but its just so hard to remove. Just so im clear is there possibly a lever somewhere in the hole that will allow me to turn the lock? Its getting dark now so will try in the morning. Thanks for you help!

My recollection is from many years ago so may not be accurate. The pins had to be long enough to reach the end of the hole where there was a sprung lever. The lever has to be pressed by the pin before the barrel could be turned.
 
Scrape off some of those layers of paint from the top with a Stanley knife blade and the pins will reach further.
 
That's a feeder pillar isn't it? Surely DNO equipment, or have BNOs now taken them over in some circumstances? Whatever the case, I wouldn't be advising anyone unfamiliar with working on them to be opening them up considering the age, possible open busbars and unknown condition inside. It might be an idea to get the DNO on side even if they are no longer responsible for it.

I also don't think this is the correct item to be opening. Fuses for the single property are unlikely to be located inside street furniture.
Has the OP checked the intake position in the flats?
 
That box is definitely NOT owner/resident responsibility.
If your DNO won't come out call the emergency number 105 and tell them it's making strange crackling noises occasionally. When they come out and open it to see just innocently ask if that is where the isolator is for your supply.
Offer them a brew when they first arrive and you will find they are much more amenable to your enquiries.
