Full plans submission vs building notice

I'd like to replace a roof and put rooflights in, on a old garage type building.
I see on my councils website that I could do this on a building notice.

In the next few months I'd like to replace the windows and add a door, sort out a new floor... long term thought, possibly change of use.

I presume that BCN would have to be applied for with every item I wanted to do when I get around to it.

With FPS, it's not clear on the councils website, when it comes to 'inspection fee' (£5-25k)
Is this a one off fee/inspection or each time its needed.

Would the FPS be a better/worse option? How long do these take to organise?

Thought I'd ask here before getting through to our council.

firstly, does the building fall under building regs?

if you submit plans to a private inspector you can generally start work in 7 days.
im not sure about the LA -I think plan checking can take quite a few weeks.

obviously change of use is planning not B/regs

if you are fitting a roof lantern, windows and doors and a new floor -you would need to apply all together if you need a SAPS to achieve compliance with part L.
 
If it's an outbuilding my understanding is that it probably does not fall under BR at all. Change of use is another game for another day. However, if you do fully intend change of use, it would perhaps be better to address this first and then approach BR accordingly.
 
The need for plans basically comes down to whether you know what you are doing or not.

And if it's not you doing the 'doing', whether you trust your builder and have a clear joint vision of what's being built, and to what standard.

How so? If its just an outbuilding, no BR. If you want change of use, get the planning first. If you get it, it most likely will then need BR because of the change of use (assuming it is no longer an "outbuilding")

Because a change of use doesn't necessarily force BR. If the change of use is to habitable space then yes, if its a change of use from e.g. a private car garage to a car garage used for trade then not necessarily.

Really? you sure? so if I have a garage and want to run a business from it and apply for change of use under planning with NO building work required, I involve building regs?
 
Yes, the building regualtions for commercial properties are different for domestic, so once you put a building into commercial use the requirements are different and they need to be met. It may well be that the building already meets them, but that is part of the assessment.

OK, so how does this actually work in practice? If you want a change of use you would make a planning application through the LA planning dept. If you were not doing alterations, you wouldn't involve building control. Does the planning department make an assessment for building regs in a change of use? Not trying to be awkward - genuinely interested...:)
