Would appear to be 1 day + 50% extra for the inevitable problems involved in completing someone else's half finished project.

If it already is terminated/glanded at the Supply end where's the second Gland gone as they normally come in pairs?

£300 including Test Certificate sounds fairer

Its no ones half finished job
Its a new built workshop less than a week old
The armoured cables run in
I have supplied everything else apart from some conduit which is not expensive and £25 of cable

How is the cable run, can the electrician inspect the complete run?

There are three ways to price a job, day rate you pay according to how long job takes, risk of over run is yours, estimate not fixed but gives you an idea of costs, quote the risk is the electricians if quick he gains if slow he loses, the latter the work is carefully detailed and you could still be libel for extras, like waiting time if some thing delays him like a car parked in the garage.

So my son fitted a consumer unit for me, there were problems so two days to complete, he travelled 100 miles each day, I did not pay him as such, but I would say £200 was a fair amount plus I took grand children on the local train for the day.

Electricians should not really work alone, although second man may not be an electrician, so one day for two men even minimum wage with government on costs over £10 per hour so minimum charge would likely be £200 as one could hardly do a second job that day, so must be a days wage for 2 men, even if he takes a chance and does not use second man, he must allow for using one.

And not included travel, so it's not a silly quote, and I know there were some jobs I simply did not want, often a good client so could not refuse, but I would give a high quote, and often say, you may find some one who can do this cheaper, I am out of my comfort zone with this one, if I did get the job, I could sub contract it.

Maybe he saw all that radio gear and it frighted him John you never know?

Someone ran the cable in! But maybe you are right, it is someones quarter finished job.

Seems fair to me assuming no surprises. Testing and documentation takes time too.

What did the other quotes come in at? TBH it is a bit steep but you are in the affluent south. If you've got the time and skills to spare you might be able to drop the price a bit by acting as the 2nd man (did this on mine- drilled holes in walls, fixed all the saddles, box covers, backboxes etc)
