Do the tops of these toilets come off for easy access?

I assume that the do.

I wouldn't assume anything - I can't comment on the specific unit that you have shown but a lot of the online/'budget' units are made from MFC (chipboard core) and are appalling to maintain. The cisterns are thin plastic and the internals are cheap and usually impossible to identify if you need a spare part after installation.

I would only consider installing a unit that I had physically seen and knew that the cistern was from a decent supplier and likewise that spares were available.

any recommendations? open to suggestions, so long as not crazy prices.

Some do, some don't. I've had cistern units from the same supplier and the same range where the main front panel is screwed on with barrel locks rather than slot in clips and the top section can be the same. Get in touch with them and confirm it does, if it's important to you.

If a customer mentions that company I`m suddenly full booked for the next 12months!

Yeah, anything with 'vic' in front of it, it seems to be. I must say though, that one seems to be a bit better than the one thats got the shorter 2nd word.
