Can you provide more detail?
a bell shouldn't ring continuously, however what bell do you have as this may help also, and when and how did the problem start?
also a new battery may not be any good and the only way to verify that battery is or isn't good is to test an with an appropriate tester.

If you don't get it sorted post, panel being used and bell being used along with pictures of the wiring at both ends.
connect the bell trigger to bell -, strobe trigger to strobe -, for now link out scb and connect the bell box power to the aux outputs and try that
Think its time to see pictures of the bell wiring at the panel and bell ends, so we can see whats going on.
