New Floor and Floorboards

My Victorian flat’s hallway has exposed floorboards that have been stained. They aren’t that great, with irregular gaps all over and some have warped slightly and have dents and scrape marks. I’d like to have a new real wood floor fitted - boards or parquet style - don’t know yet. My question is, would the new floor be installed on top of the existing boards or would the existing boards be cut and pulled up and replaced with the new floor? Under my boards are of course the quite deep joists.

don't even consider new floor iff any other building work above or gas electric or water need work in the next couple off years below

There won’t be any building work above and there won’t be any gas, electrical or plumbing work below. I just need to know if a flooring company would remove my floorboards or leave them and floor on top of them.
 
most flooring is an added finish or layer requiring a structural floor underneath
so dependent on flooring size and thickness you need to make good and level whats there
any new flooring needs to be around 18mm+to be structural
 
If the floor has had a lot of sanding then it could be too thin, property I did some work at had been sanded so often was down to around 10mm thick .
