Copy of DoE Circular 1/85: The use of conditions in planning permissions?

Not sure I understand your point. Lots of things get reviewed many years later if they are found to be handle wrong or even criminally. In case my question was does anyone have a copy of DoE 1/85. I been asked why and explained. If you don't like the explanation well ok, your prerogative to hold a different opinion, but off topic to my question does anyone have a copy of DoE 1/85.
The issue is that you can't complain about a condition 33 years later. You're out of time.

You can apply for a lawful development certificate on the basis that the condition is void due to it being invalid. You can then appeal a refusal of the LDC. That's how you gate around the time issue.
 
Is anyone likely to know/care after 33 years? Neighbours gonna shop you to the Planning Police?

FYI I managed to get a copy of this circular via a Freedom of Information request to Ministry of Housing, Communities and Local Government which took over this DoE function. And in answer to the other comment you don't know my neighbours or my planning department......
