Plumbing vent leaking through roof

I have a plumbing vent pipe going up and through the roof in the loft. I've noticed its been leaking through the roof and dripping down into the loft. I'm assuming it has/had a rubber boot type thing on the outside that prevented this and has stopped working.

From the outside it would extremely difficult to access, so is it possible to fix this from the inside? Maybe filling around the top of the pipe to the "through slat" with silicone or something?

As far as I know it needs to be repaired from the outside.
 
Sometimes the rubber inverts itself and then it starts holding water, if you can get something long and slim you maybe able to gently push it back up.
