Electricity supply cable across loft joists

Im doing a large extension and loft conversion. We live in a semi detached house. Our electricity supply cable comes from a pole to the middle of the houses and splits into each house.
My plan was to have the cable buried, but this looks more expensive and complicated than I thought.
Firstly we don’t get on with the neighbours and there garden will also need digging up, as their supply will also need to be replaced.
I know we need new larger joists for the loft conversion. Does anyone have a suggestion, how we could leave the cable running diagonally across the loft space?

Is the diagonally running cable feeding the meter? meaning that incoming cable provides power to the meter?

It has been my longstanding [possibly incorrect?] understanding that all cabling "before" the meter is the utility providers kit, all wiring "After" the meter is yours?

The utility company "generally" runs a cable into the property [OK Generally underground] to a Cable head which has small lead and wire seals on them to prevent "tampering" from there the "tails" run to the meter, so in effect the incoming cable and the meter itself are all the property of the utility supplier.

At this point lets see what the board thinks?? [where are the Electricians when you need them??]

A point to consider is asking the utility provider to tap into the mains feed where it enters the property and divert the cable from the diagonal position over the joists to a more convenient to you, position? will be less costly than an underground excavation + no neighbour hassle??

BUT??? there is generally a BUT somewhere, the utility provider may not allow the diversion within the property??

The electricity board have been out and given me a few options. All involve a lot of work hassle and expense. I’m now just wondering if there is anyway of leaving the cable in the loft and being able to install the new bigger joists, needed for the loft conversion.
Good point about the board owning everything from the meter away from the property. I guess the fact it is where it is and it’s my decision to move it.
