Government involvement would be needed on a massive scale to improve UK housing stock to modern part L standards.

Labour have something in their manifesto, but the reality would just be prohibitive.

I think I recall the cost could be upto £50k to retrospectively improve a house to passivhaus standards.

Heat pumps are only suitable for well insulated homes.
And I read they arent suitable for mass use - it would become a problem if every house in a city was sucking heat out of the air. It would be like mass refridgeration.

Environmental solutions have so many consequences. I believe theres a problem with celetex PIR insulation -it cant be broken down or something.

We are doomed, help us Greta. :D

That seems like a stretch. The heat has to go somewhere so it'll just leak out again. Plus the extra that was being put in by the heat pump itself.

You might get less of a heat island effect as less total heat is being dumped into urban areas, but Imyiud get that with improved insulation as well.
 
Also, apparently PV sucks all the energy from the sun so nearby farmers can't grow crops.
