Does this device have to solidly clamp onto the tubing, Mr. G or just slide?
If its just for location, maybe a 'P' Pipe clip would suffice.

What is it being used for?
supporting a picture frame or holding your weight?

Knowing this helps someone know wtf they are looking for - something plastic or something much better made.

A bit of innertube can be used to stop metal marking metal

Or use a flying strop with a specified loading
