Valler Rafter Not Reaching Wall Plate

Can anyone advise as to whether they have seen anything like this before? While cleaning out the cupboards in my loft I noticed the valley rafter doesn't reach the wall plate and instead is supported by a block of timber on the floor, see image. Its been like this for approximately 10 years and was passed by building control.

Yeehaa. Well, just hope that block of wood doesn't topple over :!:
 
That just goes to show how over-designed roofs are nowadays.

Once you put the tree back up in January, close the hatch and forget about it.

Taking a rafter down to the wallplate is hardly overdesign :!: Maybe there should be a new specification clause for these situations -' perch end of valley rafter on block of wood on end ---- ' :!:
