Valler Rafter Not Reaching Wall Plate

Can anyone advise as to whether they have seen anything like this before? While cleaning out the cupboards in my loft I noticed the valley rafter doesn't reach the wall plate and instead is supported by a block of timber on the floor, see image. Its been like this for approximately 10 years and was passed by building control.

That just goes to show how over-designed roofs are nowadays.

Once you put the tree back up in January, close the hatch and forget about it.

Taking a rafter down to the wallplate is hardly overdesign

Maybe there should be a new specification clause for these situations -' perch end of valley rafter on block of wood on end ---- '
