@ellal Times have changed then. Back in the late eighties I used to deal in mobile phones. You got a good commission (£600+) for signing people up to airtime contracts. In those days you had to pass some pretty strict credit checks to get a contract. Once I sold a phone to a local business woman who owned a steel company. I asked for two forms of personal I.D. and I can remember to this day the I.D. she got out of he bag. It was a receipt for a tax payment of over £50k and.....a child benefit book!

I presume it is still the same as it used to be - when the answer was yes, all.

A very cheap way of giving benefits - no means testing bureaucracy and originally paid directly to the mother via the book of vouchers because men were horrible back then and would not have given it to their wives had they just paid that amount less tax.
Wives of low wage earners who don't pay any tax also received the amount.

Give it to everyone and charge those above a certain tax level, who then claimed child allowances on their tax returns, more to make up for their wives having the amount.

Of course that has been lost in the mists of time so today it probably should not be paid to the better off.

A privatised service requires more admin and legal staff because you are dealing with transactions and billing for everything.

The US is very litigious and Obstetritcs Drs have some of the highest indemnity insurance costs, also the Hospital will charge you for standby staff even if you do not need it so they can avoid any future law suits because they were under staffed. US healthcare is mental.
