How to permanently dim lights but retain only on / off switching

Ok for tall people. :)
Even they would presumably have a problem unless, as well as 'fitting it inside the rose', the installer had also drilled a hole in the rose to provide access to something that could be twiddled?

The V-Pro Dimmer is programmable, and you can adjust how low or high the lamps dim.

Not sure how much work or damage you are planning, but how running a 3 core+E from the switch to another location, and make a 2 way circuit?

Perhaps the second switch could go in a cupboard, or somewhere where it may come in useful.

Since we don't know the layout of your house, this suggestion may be very unhelpful.
 
You could get an inline dimmer switch like this, and fit it between the switched live and the fitting? Hell of a bodge though, can't you get lower wattage lamps?

No, just to make things more fun, I had to get the thinnest fittings I could find to fit beneath the ceiling joists and these were the only ones that would hit the lux levels required (I rounded up...). Just put the floor in and now they’re not too bright so might be leaving as is which is a result.
