Scantronic 9800 - Decomissioned?

Hi, I recently bought a house that appears to have a completely non-functional Scantronic 9800 alarm system (or some remnants of one) that I'd like to remove prior to tidying up some plaster and decorating.

According to the previous owners, the system had never worked in the 5 years they owned the property (nor sounded when the power went out), and they said that the owner before them also said it had never worked and had been decommissioned. I'd just like to double check that before I go poking at wiring :)

This is the keypad. The power light is out and the buttons do nothing, and it is seemingly wired through the wall into the downstairs cupboard. The wire is routed along the top of the cupboard door, before disappearing into the wall, with other wires going to, what I assume is an alarm siren. The wire going down from that group has been cut-off, though may have at one point gone to this door sensor? There is a PIR sensor in the hall (closer image), and also in the living room. There are two outside alarm units (front and back), which seem to show "Atlantic" something, but have no lights or indications of power on them.

I haven't been able to find any sign of a control unit, and I'm looking to remove the old keypad and PIR sensors (the outside alarms can stay), and probably the siren to clean up the old wiring.

Does this look decommissioned and safe to tamper with?

Posting a few photos may help of keypad and wiring .
Control panel will be a white square metal box approx 14" x 14"
 
From your photos, I'd say it's a safe bet that the system has been downpowered for some time. It should be safe to remove any parts of it that are in the way. The control panel will be hidden away in an airing cupboard, built in cupboard or perhaps in the loft. Garages are also a common place for them if you have one. Be careful if you do remove the control panel, there will be a 230v mains supply going to it which will need to be proved dead before removal.

@scott1980 Thanks, the mains voltage in the control unit was the part I was most afraid of, but if everything else in the system is low voltage (or dead; I can test with a multimeter) then I'm less scared about removing it providing I don't set off a tamper alarm.

The only indication I have as to where the control unit is (or was) is a circuit breaker labelled "Alarm Boiler", and my boiler is in my bedroom cupboard directly above the stairs, and I can't see it in there, plus it's not in the downstairs cupboard with the rest of the wiring (which is where I'd have expected to find it). I don't have a garage, and I can't check the lofts until I get a longer ladder. I do wonder if they did something daft like put it under the stairs, as the slightly lowered ceiling you see above the downstairs cupboard in this photo is actually for this landing, and there would be space under there for it, plus it's where all the wires I can see feed to, along with being near the mains boiler wiring... if they did put it there then it's definitely not coming out as that carpet is reasonably new and I'm not messing with it :)

I had a chat with the previous owner and we think we've solved the mystery of where the control unit used to be. It seems that prior to them adding another room upstairs, there used to be an airing cupboard where the boiler is that also had some leftover alarm wiring in it. We both think that the control unit used to be in there (wired into the same mains circuit as the boiler near it), and was removed years ago, just leaving the leftover internal wiring and equipment.
 
That's everything in the hall ripped out! So much cleaner, though now I have some holes to fill and some painting to do :)

I'll deal with the holes and the living room PIR tomorrow, as I need to move the stuff in front of it to sand and paint the living room skirting boards anyway.

I don't know if it works, but if this stuff is useful to anyone then you're welcome to have it. Just let me know, though it will be going to the tip at some point next week so shout fast!

When I removed the living room PIR I found that it wasn't even connected to anything! Someone had opened it up, cut off the wiring inside the unit, removed all the external wiring, and then put it back up on the wall... whyyyyyy.

Doesn't matter if it's too late but would it be possible to take the keypad? My grandparents have the same system and their keypad is extremely worn

They're still available, though the keypad I have is missing the flap and the overlay that goes on the front panel is peeling off and worn, so I'm not sure whether it would be much of an improvement?

it's mainly for the internals as the 3 and the 9 on theirs are worn to the point of hardly working, same with the A key
