How To Tidy Up This Exposed Radiator Pipework

This radiator (800mm wide) sits in my landing. With the radiator mounted onto the wall, the radiator valves would sit more or less directly above a joist. I've attempted to annotate the image to show the hot/cold feed and return pipes along with the notched joist.

I'd like to:

Put a new radiator in, potentially a taller, narrow one to give me more space to work with.
Hide as much of the pipework beneath the floorboards.
Box off the feed/return to the attic.

On the assumption there is no space between the joist and the wall can you not step the skirting board out? You can create a void and run the pipes behind the skirting and then into position.
Put a baton along the wall and mount the skirting to it. Effectively creates an “L” shape so provides a good for the pipes.

There is a small amount of space...basically the width of the skirt but I think your suggestion is probably my best option. Thanks!
