Radiator wont heat up

Hi,
I have a tall designer radiator in my kitchen which just won’t heat up properly! The right valve gets hot and you can feel the heat near the entry at the bottom of the rad but the left valve doesn’t get hot at all. I have turned anti-clockwise to max. These valves and rad were installed by our kitchen company and are different to the other valves I have worked with around the house (am assuming these came with the designer TRV). I have bled the rad and water comes out. Is it a blockage or dodgy left valve? Any suggestions welcome. Thanks, Chris

Don’t some of these tall rads have to be connected up a certain way? Perhaps the flow and return have been mixed up?
