I recently had some building works done, and I got a visit from somebody in the council who said the music was too loud and there was a complaint. I told her, that you would have to speak to the builders and it's not my problem. I heard the noise and it was perfectly acceptable and this is during the day too. Maybe the neighbour had too much time on her hands?

Weird, its more usual for councils to do bugger all until you have logged 2 weeks worth of it and complained multiple times.

As above, you usually get a letter from the environmental health department (or whatever it's called in your LA) advising that there has been a noise complaint and inviting you to consider, before they actually send someone around.
Builders habitually have the radio on loud - it's part of life.
Remind them it's only temporary.

Why not just ask the builders to turn it down/move it closer? Not everything has to be a conflict or an argument you win at the other person's expense.
Although no idea why the neighbour didn't just come round in the first place

Spineless comes to mind, obviously doesn’t have the bottle to complain personally

I was talking to you! They're your builders nothing to do with her but either way just sort it out amicably!
Good neighbours are worth their weight in gold so no idea why you're throwing it all back at them
