how long do plans take to draw?

Yes, if the architect was actually working on the job it could be done in a week but they obviously are not on it. Also you have to consider offices do some
' plate spinning' with jobs to try and keep everybody happy but months is ridiculous. As you say, the architect now needs to be confronted about the situation but even if they do no more work on the job they would be entitled to payment for drawing the existing plans and elevations. If hoq takes the work off them they should make sure the architect will provide the dwg file of survey of existing house so they are not paying for it being done again by a new architect.
Fair points. I was assuming no plans had actually been drawn up. A more desirable result may be the architect starts focussing more on the plate in question.

'plate spinning' - that's a good way of putting it!
That is what happens ,although not so much on smaller jobs like house extensions, an office will have several jobs on the go at any time. My last boss had a computer programme for time keeping where projects were split into various stages :- site survey, outline or detail planning drawings, bldg regs drawings, specifications, site meetings etc, etc, and staff filled in the time spent on every aspect of every job to the nearest half hour. Often you could have worked on various aspects of different jobs over the course of a day (and what a pain in the arse it was ! ) Hoq's architect wouldn't have any problem with time sheets because he isn't doing anything !
