2-way lighting switches, on stairs

Hello everyone, please be gentle.

Our stairs lights have a mind on their own and depending on switch positions we cant turn one of them off sometimes.

I've changed the switches thinking one of them might be broken but it's still the same as before.

I've looked in the lighting circuits on here but I can't find our system. What's very confusing it both fuses can work both lights.

Downstairs
3 core cable blue = L11, red = L21, yellow = L12 and L22
2 core plus earth red = com1, black = com2

Upstairs
3 core cable blue = L12, red = L22, yellow = L11 and L21.
2 core plus earth black = com1, red = com2.

The new switches are marked L1, L2, L3 and I've worked out L1 = com 1, L2 = L11, L3 = L12 for one switch and L1 = com2, L2 = L21, L3 = L22 for the other switch.

If I have both downstairs switches down the downstairs light is on and upstairs switches won't switch it off, the upstairs upstairs switch will switch the upstairs light on and off


If I have both upstairs switches up the upstairs light is on and downstairs switches won't switch it off, the downstairs downstairs switch will switch the downstairs light on and off.

I've tried different combinations and I can make it worse but can't make it better.

I've got lots of combinations of switche positions written down but i think it will get too confusing. to write them on here.

Help please.

There is a strange arrangement in the ceiling lighst too with some brown and blue wires.
 
I am confused by your post !! What do you mean by " both fuses can work both lights ?
Don't follow the downstairs downstairs and upstairs upstairs descriptions ,makes no sense.
 
Downstairs there is a switch for the downstairs light and the upstairs light

and upstairs there is a swistch for the downstairs light and the upstairs light

in other words there is a switch for the downstairs light at the top and bottom of the stairs and the same again for the upstaiirs light

sounds too me as if you have 2 circuits , 1 for each light. each on its own fuse.
Your connections dont sound right, its more likely the R and B wires in one cable should be in the same switch rather than two switches.
Try thinking of it as 2 circuits.

I had to switch both lights fuses off to make the switches safe and in some switch settings bothe lights will work with either fuse off
 
If I put both downstairs switches down and both upstairs switches up both light are on

if I turn a fuse off bothe lights will stay on, turn the other fuse off the lights go off, turn the first fuse back on both lights come back on
 
Do you have any electrical testing equipment , such as a multimeter ,and importantly the know how to use it safely ?
 
the type with 4 neon on one end and a spike on the other end of the cable.
 
the neons tell me what the volts are they show 50v, 100v, 200v or 400v when I put the 2 spikes in live and neutral or earth.
 
As well as having the two way switch wiring incorrect ,you have cross connections on two circuits. Without testing equipment and a good dose of know how your gonna really struggle.
Probably best to engage an electrician,if you can in these difficult times.
