Newly painted wallpaper Flaking off

Hi,
This is driving me nuts, so any advice greatly appreciated. Painted most rooms in my house, no issues. Painted my daughters bedroom but pieces keep flaking off.
Its an old House which was empty for a while before we moved on. On inspection It seems there are two layers of woodchip wallpaper beneath the Paint. I've included photos. Thanks in advance for the advice.

Somehow doesn't look like woodchip, maybe blown vinyl. What make of paint ?
 
It may not be woodchip. Im not completely sure on type of paint as I live in Spain and purchased It from a local paint shop. That said they know It is for bedroom walls and there has been no issues with other rooms I have painted with paint from the same place. Is it a case of of needing to paper or line the whole room again first?

Once it starts flaking like that you would normally remove the offending area to see what’s causing the problem. That’s the time to decide what action is required. Personally strip off reline 1000 grade paper should set up the walls nicely to do with what you want. Either paper or paint.
