Got many cracks around patio area (around swimming pool).

I plan to clear out all existing material in the gaps and then refill.

What would be the best product to use?
I have seen some kind of sand you can just brush in - is this a good idea?
Also, what can I use the clean up the slabs? I have jet washed... the small black spots do not come out.

Probably a pre-mixed mortar would be your best bet once you have removed the lose material. You will likely have a colour mismatch so may be best if you can point the other gaps as well.
Thin bleach (not thick) and a stiff brush prior to jet washing should remove the nasty stuff

PLanning to do this in the next few days - once I have removed the current cracked pointing.

would a mix of 3:1 sand:cement be suitable? Mixed dry, spread in and then slightly watered over?
