can this be repaired or do i need a new one?

As the title suggest - do i need a builder to install a new concrete sill or can it be repaired?

How much would i be looking at to repair this?

The phot is awful... are we looking at the area in the rectangle? The left hand section of the cill appears to be worse affected.

Could be rebuilt with concrete. Really depends upon the appearance you want
 
It looks like someone's rendered a worn stone cill and half has dropped off

oh sorry i didn't notice the rectangle section! I mean the left part of the cill as you mentioned.

How would i rebuild it? I assume using ply? Where would secure the plywood?

I would use ply and wedge it from the floor rather than trying to attach it to the brick work.
With the ply can you fashion a former taking the shape and size from the opposite end?
 
It could be an idea to chip off that concrete render and start again......it looks like a stone cill originally - as per Tigercubrider?
