I think you would find that the delay is meant to be there, so there is no interference between the two actions. The sounders going off then has no chance of upsetting any signalling that may be connected and the PA.
After all the PA is more important than the sounders, especially if it has been operated in good faith, most aren't. They are meant for use as a result of physical violence, NOT for a shoplifter, house broken into, someone swearing at you or similar.
