We are in the middle of negotiations for a job and the consultant is insisting a file is not used inside conduit [mostly 32 & 50mm] to avoid damaging the internal wall and has also specified this: https://www.tooled-up.com/sealey-ak5062-pipe-cutter/prod/25862/ as a means of cutting the tube without a burr.

Oh how we laughed...

This has actually been the last straw and we've now pulled out as he is trying to specify far too much.

When i was an Apprentice, no one seemed to use a File, I assumed so as not to get filings in the conduit, they all seemed to use the handle of there Footprint grips, or the head of a large pair of Elliot Lucas pliers, usually 3/4 or inch or there metric equivalents
 
Did they also specify the Conlok junk to avoid having to thread the ends and cause yet more burrs?

No but the spec does include galv fittings with BL tube and dip the threaded ends in black laquer and leave to dry before fitting.
