Costs to fix a drain + scaffolding

A drain in my mansion block has disconnected and needs to be put back together (picture attached). This results in a noisy leak.
We'be been quoted scaffolding only costs of over £1000. Is this right? It's on the 3rd floor of a property.
Access from the window might be possible, but I only wanted to cross-check with this forum on the potential costs.
How much do you think such a job should cost?

Three storey ladder.

Or they could hire an aluminium tower if they are trained.

Otherwise they can hire a cherry picker if access is good.

20m cherry picker 4hr hire under £300.
Rope access would be more expensive.

I'd go hydraulic platform (cherry picker) if there is access, some are really small, and make sure they fit some extra pipe brackets so the joints don't open up again. What a stupid arrangement ..... why isn't the roof outlet on the rear elevation???

I have no idea why it's made like this. The building is 100+ old, so don't know if that restricted somehow.
Further, the building has been typical under a managing agent, so I guess no alternatives are usually provided, and cheap work has been done most of the times.
