Anyone any tips for a dry/dead lawn ? I feel if I put seed on it wont have any soul contact. Should I seed then top Dress? When I water it the water just sits on the "grass" like a puddle

Serious question.
Is it real grass or fake grass on concrete? I've never known water to simply pool 'on top' of grass unless it's saturated with no drainage.

It could be compacted ground, or as Conny says, problems with drainage underneath the layer of soil. I'd recommend digging out a bit and see what's underneath.
