Personally, I’d never have anyone on a day rate - it’s an open cheque book as far as I’m concerned.
There will always be tasks which you simply cannot price, so there will always be a need for day work. And as to price work being a panacea, you have to be exceptionally careful with anyone doing price work that they aren't cutting too many corners which will need fixing, often long after they've been paid and scarpered

With regard to tools, any tradesman, including even agency staff, should be expected to have a reasonable toolkit. Without it they are no better than semi-skilled labourers IMHO. Part of what you are paying for is the man and his skill/experience but you are also paying for him to do the job using his own tools
