Gas Safety Certificate - No Flue Clips

The gas safety certificate was carried out on my rental on Monday. The engineer wont issue the certificate because when they checked in the loft there were no flue clips supporting the flue between the airing cupboard and where it passes out through the roof. They have quoted £139 to put in 2 flue clips & supports.

The boiler, and flue were installed in 2002. They have issued the certificate for the last 3 years without issue.

Can anyone let me know if the flue clips are needed for the certificate and is £139 reasonable (the loft is boarded and has good ladder access)?

My first thought would be they have not done the job properly for 3 years then.Clips £5-£12.ish..Half hour,1 man job, max from walking in to walking out...So all in all i would be a bit peeved.Could be wrong on this,but i do not think missing clips is a reason for non issue of ticket either.Check with gas safe.If they would not issue a ticket because of safety concerns they should have capped your gas supply.

Clips are absolutely needed. £139 may be a little on the high side, unless you're in London in which case it's probably about right as labour charges are higher there than anywhere else

They have either not noticed the missing clips for 3 years,or been happy to issue a ticket anyway for 3 years.
 
The engineer wont issue the certificate

From the HSE;

"The gas safety check record is a record of the results of the checks carried out for the annual gas safety check. It should be issued on completion of the checks and not delayed even if defects are found or until necessary remedial action has been taken.

The record is a ‘living document’ and landlords should supplement it with records of any follow up action taken (if required). This would provide a full record of the gas safety within the property."

The house is in Leicester so £139 seems very OTT. I will get the clips put in. Is this a job that has to be done by a gas safe engineer or can I get a local odd job man to do it?
 
It's a safety critical part of the boiler installation. By rights the boiler should have been turned off and a warning notice issued.
Is £139 worth your Tennants life if something went wrong ? You might think it's too much but factor in the engineers time to drive to pick up the clips drive to your property, time taken to fit the clips, test the boiler afterwards, issue the paperwork etc, pay his tax, vat, fuel, their wage. Do you expect him to work for free ? Sounds like it
 
Don't forget the £139 quoted by your letting agent probably includes their "arrangement fee" They have their own trades people on their books who get the work & then charge this on top. It's all corrupt! Anyway, get the work done, £139 is cheaper than a court case when you injure your tenants!
 
I would also image that some kind of prop for the clips to attach to would be required and are part of the cost. I'm thinking it's a pitched roof and the flue doesn't follow the slope!
 
your gas safety certificate as you call it,is arecord of what the attending engineer finds when doing the inspection, there is no pass or fail, imagine a business having the audacity to charge you £139 to pay for a qualified engineer to travel to pick up said brackets , travel to the premises, get up into the loft and fit the brackets then issue you with a new record, because the van costs nothing, the fuel costs nothing, the registration fee costs nothing, the calibration of our equipment costs nothing,the pads of the records cost nothing, we have to re asess every five years costing nothing, we have to pay tax , costs nothing, we have to pay NI ,costs nothing,but as a landlord you sit at home doing absolutely nothing and get your rental income, then moan that someone is over charging you,give us a break and stop fecking feeling sorry for your wee self
