Can anyone say about the regulations for Gas Isolation Valves in a flat, owner occupied?
The valve in the flat is accessible and works but it's a bit awkward to use location wise, had someone over who said it was not up to spec but never heard that before from anyone else. Can anyone advise ? Is it even a requirement to have one in a flat ?

Yes ... ECV's are required in a flat. As long as they are accessible and they shut off without too much effort then they are ok. That would have been in there before that paneling was installed so whoever did that just made life difficult for whoever has to use it.
