Replacing water supply

We need to relocate our internal stopcock and will be taking the opportunity to upgrade the old pipe to 25mm or 32mm mdpe.
After speaking with ESW I am happy with the work involved and what i need to do to get the new pipe from the boundary into the house.
The inspector also said if it was him he would run the new pipe to the closest part of the house and then run the pipe in the void below the suspended floor to the kitchen. He said it was fine to insulate it and lay it on the ground. This would be a run of about 12 metres.
Is the pipe likely to move around under there? If so i would like to clamp the pipe to the underside of the joists and through the brick pillers.
What spacing would the clamps need to be at?
Also, can you tell me the best way to clamp the insulated pipe? I can only find standard pipe clips but that would mean cutting the insulation around the clamps.
