My builder wants to install chipboards on the loft conversion to have a solid working platform before plumber first fix. My question is how the plumber will be able to run the pipe through the joist without removing the chipboard? Does not sound ideal for me as the plumber will need to bring pipe on top of the joist as they normally do. Unless I'm missing something. here you go a question for you

Did he say he was installing them as a temporary measure? Surely a question to pose to the builder?!?
They are notorious for smashing things around and undone work done from others. What a lovely cartegory

Depends what you are getting up there, most of the plumbing in attic conversions is behind the dwarf walls, ask the builder im sure he will explain things.
