hi all, i am looking to find a solution that switches between 2 LED lights on a time delay. Its a battery circuit so low DC power. Like a traffic light system, swapping between the two indicator lights.

Any thoughts on what could achieve this?

What do you mean by 'on a time delay'? Does that mean both LEDs will be off for the delay time; or one on for a given period, then the other one on for that period; or .....?
 
Apologies. I was as clear as mud. Lol

One led at a time, swapping between led 1&2 after the given time and then swapping back on a loop.

What are the LED lamps ? How many watts are they ?

Can you assembly electronic components onto stripboard ( Veroboard ) ?

Its 8 red 5mm leds and
8 green 5mm leds
On a board, wired in parallel.

Powered by 9v battery to make it ultra portable. Currently it has a manual "on on" switch to switch between the red and green set. Its to manage flow of people to ensure a trickle rather than a flood to maintain distancing.
I just want to automate the switching on a pre determined time period say 30 sec green followed by 15 or 30 seconds red, and then looping back round continuously.

The output will source or sink upto 200 mA

Be aware that because of manufacturing tolerances no two LEDs are identical, so if they're wired directly in parallel they may not have equal brightness. Balance can be achieved if each LED has its own series current-limiting resistor of appropriate value.
 
Try and put as many leds in series as you can, and use low current leds. This will help battery life and minimise wasted power in series resistors.
You should be able to run 3 leds in series from a 9v supply. 4 at a push.
