Paint bubbling window reveals

Can anyone tell me if this looks like salts affecting the paint?
We are replacing our windows in the next few weeks from the old wood which has started to rot slightly.
I just wondered if it may be water ingress affecting it but it looks more like salt to me.

Water ingress will lead to the salts but that looks like plasterboard, which makes me think that it is just water ingress.

It's actually a brick/stone wall so no plasterboard.

Sorry, my bad. Water ingress can indeed lead to salts forming on the surface of brick/plaster.

Personally, I normally use alkali resistant primer but it ain't cheap if you only need to cover a very small area.
