unsupported stone entrance steps cracked

Hello everyone,

We gutted the old coat closet at the entrance of our victorian terrace to make a new one. We're on the lower ground floor so our entrance is under the steps from the street to our neighbours flat.

Looking at the steps from below (i.e. in the ceiling of the coat closet), they have some pretty large cracks in them (see attached picture). Looks a bit scary to me. Should I be worried that the steps are cracking and could fall down or are cracks in the steps to be expected?

why not post pics showing the steps from outside - close up and set back pics, please? And further pics from below?
 
I added another picture from below.
From the outside you wouldn't see anything as we recently had the steps refurbished with a new asphalt covering. The guys doing the work removed all the old asphalt and laid new asphalt on the steps so if it had cracked through to where it could be seen from above I really hope they would have said something and not just asphalted it over.

I'd still like to see pics from the outside.
Is there an areaway outside your front door?
The new pic gives a little more context but I'd like to be a bit more sure of how its all been put together?
At first glance it looks unsafe.

But I should think that its the neighbours or free holder or lease holder's responsibility? But i dont know much about the legal stuff - try the next forum for such matters.
