GO and "borrow" some of the permit parking signs, make it look like it has been included in the permit area. :)

There are parking management companies who will give you signage to put up and absolutely genuine enforcable tickets for you to issue to anyone without permission to park there. You'd need agreement in writing from all the road owners. Oh yes, some of the companies bung you £25 for every £100 ticket they successfully enforce
 
Put a chain across, each house/driver uses their own padlock as part of the final link of the chain to the post. Each driver can open and lock the chain whenever they need to.

Once the rogue drivers have seen the chain they will park elsewhere and you can relax the locking/unlocking and reinstate the chain if it becomes an issue.

Fire brigade can use their own key for their padlock.

one thing you can do is have a chunky pin with a loop on top for the padlock
have a "C" shaped bracket for the chain to go into and the pin to drop through with padlock on top
now the padlock won't actually do anything as the pin just lifts out but will look lock from the road
you could actually go further by having a few thread on the bottom or top off the pin as it will only take about 3 rotations to stop it lifting out as if locked
 
One parking enforcement company provide you with an app so you can photo any illegally parked vehicles and they issue a PCN all residents get passes to park there. Self ticketing One parking solution google them.
 
Try clamping some of the residents cars. That may deter non residents from parking.

Of course the clamps are not real ones but realistic looking dummies. Copy the design of clamps used by the local council
