I have a plastic 100mm extracter fan duct. We have made a good circle with a core bit. However it keeps slipping out. I’ve tried mortar but it don’t work.

Probably-
Remove any dust and possibly seal the mortar/ brick with some watered down pva
Sand the plastic tube to rough it up
A couple of short screws through it would bond into the soft adhesive
