Righty tighty, to undo it in this case - the bolt needs to be turned clockwise (Wrong way to normal) to undo it.
If you cannot budge it by hand, try locking the blade and giving the end of the Allen key a sharp tap with a mallet. It might be worth grinding the Allen keys short leg a bit shorter, to make a sharp tap with a mallet more direct.
Every time someone says this on building sites, things go tits up and everyone ends up staying late.
