Wall after stripped of wallpaper

Please can someone give me advise, if I can emulsion straight on to this wall after I gave taken the wallpaper off.
I have attached some photos, it looks like the plaster has been sealed or painted, as there is a very thin layer over the wall, but some patches it goes back to the plaster.
Also when I put water or primer over ( whatever is in the wall ) it bubbles slightly & would flake off with the scraper if I tried, once dry the bubbles have gone.

You need to clean/prepare the wall first. Scrape off peeling paints and wash the wall with sugar soap and hot water to get adhesive off. Sand the wall over, fill the peeled-paint area with toupret fine filler and sand again until touch smooth. Apply acrylic primer then your choice of emulsion.
 
I am not sure what is on the wall, but when I have put the primer in it has started to bubble, only slightly & only in a few places, once it has dried, you can’t see the bubbles.
I tested it with just water & again the same thing happened..a few bubbles, which then peels..

There could be so many reason why primer isn't sticking to the substrate. Is the wall very clean, absolutely no adhesive residue left, dust-free from sanding and equal smoothness? Are they blister bubble or tiny air bubbles? Does it happen on the area that's you've filled or previously painted surface? Did you use right primer base on what's already on your wall?

When I was prepping walls in my flat, I had to washed the wall 3 or 4 times until there was no more stickiness when I run my fingers on the wall while it was wet. It took about 2 days to totally dry out then I went on to sand/fill/sand/fill/sand/fill/sand tasks repeatedly. Depending on the area of repair, sometimes repaired area had to be stabilised first with either with gardz or spot prime first. I then primed with thinned down Acrylic primer bcoz my wall had other Water based paint. Layland was very decent and I think I thinned down 20% and applied Johnstone's Acrylic Matt.

It only happens on the previous painted surfaces, I tested it with just water on the brush and the same thing happened in places.
I am thinking maybe it’s not paint on the wall.

It looks from the photo you've not filled/sanded the wall yet? It also looks the some yellow paints were still peeling. You need to remove all the loose paint first.
 
How old is the building?

scrape some of the paint off, drop the flakes in a cup or glass, add boiling water, stir briskly.

and some more, with cold water.

Wait ten minutes.

Any difference? And in the smell?
