I think my issue is compounded by the fact that I am hammering home the plug, through a wooden battle mounted on the wall. This provides less control over the depth of the plug.
Should I perhaps drill to a depth which is 20-30mm less than the screw and then let the screw pierce the bottom of the plug and then int the crumbly block?

Where's the wooden batten in relation to the insulated PB? Behind it or on top of it?

The walls have insulation backed plasterboard. This is dot and dabbed.
I was recently trying to screw some 4x2’s onto the wall (above plasterboard) and was explaining this in my last message. This required me to position the timber, drill through timber and the wall and then hammer home the plug. My suggestion in the last message referred to this scenario
