What does "normally" mean as in "into which people do not normally go"?

Exactly what it says, although I can't think of any examples. However there is a second category referred to
"into which people go only intermittently and then only for the purpose of inspecting or maintaining fixed plant or machinery." all class 2 exemptions I have dealt with have been under this category.

I was just curious really - Ive got no need to want a particular interpretation. Ive got a garden shed, and I sometimes go into it but normally I don't.
