I suspect the truth is really that he has stopped using the Indoor Display Unit and has got rid of that, rather than actually having the Smart Meters removed. Likewise, I stopped bothering with the display.

A smart meter can be switched off remotely for debt, just as a normal meter can be capped for debt. The same protocols are in place for both, and disconnections are very rare.

Actually 'in house' meters can't be 'capped for debt' without a court order, whereas remote 'smart meters' can be...
(check out 'removal of implied access')

'Pay as you go' meters effectively have a cut off due to people not being able to top up...

So nowhere near the same protocols.

By the same protocols, I meant discussing options before proceeding with disconnection, they won't just disconnect without warning. Not sure a court order would be needed if the meter is in a box.
