Two radiators cold rest ok. What to do?

I got problem with my heating. My radiators where not really getting to the temperature set up on boiler. I manage almost to sort them all. Now all of them works fine apart from two downstairs. No matter what I do they are cold. The inlets are hot but radiators they get bit warm on top lest say max 25% but 75% from top they are cold and outlet cold as well. I removed the air, bleed them and nothing has changed. The two radiators where replaced few years ago and since day one they never worked like the rest. I can't remember how they where connected before but maybe now they are just not connected as they should.
The are on same side of the wall in two rooms but they are not connected together. Could this be the case? I will add two pictures just so it's easier to describe. First one is how they are now(separated)
Second maybe how they should be??

Do all rads have Thermostatic valves ( TRV's). If so ,turn all rads TRV' s off except one of the rads that doesn't heat up, see if that rad now heats up fully. If it does your system needs to be balanced.

My system don't have TRV's. Not even a single one
 
Ok ,turn off their wheel head valve ,but don't touch their lockshields.

Which part of " don't touch their lockshields" did you miss ?:LOL::LOL::LOL:
 
Get new TRV and Locksheild valves fitted and while the the plumber is there he will get all the rads working...... But make sure you you tell him this.

I would do this but the house is not my. The landlord is greedy and the plumber used by them is useless... :cry:
 
Turn off all the other radiators apart from one of the bad ones. When that starts working, open the other one. When both are working, open the other radiators a little each.
