Alarm is wired up to the upstairs lighting circuit, every time I trip fuse, goes off

Not the consumer unit, the alarm control panel.

Here. it went off because of tamper alert. Put back plastic panel, trip upstairs lighting circuit and untrip, noise stopped.

And do during the day, as outside bell box could ring for 20 minutes or longer dependant on bell box
 
Take the fuse out of the fused spur below the control panel,that's the white block, then disconnect the battery by taking spade connector of battery terminals. This will completely down power alarm system.
Outside bell box may ring for 20 minutes.

Worked a treat. Alarm disconnected, and no outside siren after the batt was disconnected.
