it is a tremendously huge amount of water. I think you've got a leak. Show us the whole wall, all the way up to the gutter above, and including any pipes and overflows, and the drains and gullies nearby, especially around that patch of green moss on the wet ground.
Scrape the leaves and rubbish away so you can see any cracks, repairs, patches or sunken areas in the concrete or ground, which are typically caused by leaks in the ground. You can see from the painted wall and poor mortar that the wall has been wet for years.
Also the inside wall, including any sinks, radiators etc.
Do you know where the water supply pipe runs?
Is it a solid (concrete) floor?
Is that an irrigation system nailed to the wall?

A bitumen DPC squeeze out can be seen one and a half courses above ground level.
You've got a solid wall with the brickwork/pointing in poor condition, & a previous attempt to deal with damp by using a bitumen paint.

So if u can imagine looking at the picture, the right hand side of the alley way following it down is where the rising damp is there is no pipes or any plumbing or anything in that side of the house, its the furthest away from all that except from the gutter of course.

Also i have noticed these couple of days its has sort of dried out a bit and the patch has gone smaller so it seems like maybe it happens only when it rains. Heres an updated picture as u can see the difference in colour of the patch where some has dried and some hasn't
